The Short Answer
A full brief sits at or near the natural waist with full hip and rear coverage — the classic pre-1960s panty shape. A high-waist brief goes even higher, rising above the belly button, sometimes reaching the ribcage. Same coverage below; the high-waist adds torso coverage above.

When to Wear Each
Full brief: Everyday comfort. The underwear your grandmother wore because it works and has always worked. No shame in maximum comfort.
High-waist brief: Under high-waisted pants, pencil skirts, or fitted dresses where you want a smooth midriff. Also popular in vintage/pinup fashion (1940s–50s revival) where the high-waist is the aesthetic.
